1. And there was a great cry of the people and of their wives against their brethren the Jews.
2. For there were that said, We, our sons, and our daughters, are many: therefore we take up corn for them, that we may eat, and live.
3. Some also there were that said, We have mortgaged our lands, vineyards, and houses, that we might buy corn, because of the dearth.
4. There were also that said, We have borrowed money for the king's tribute, and that upon our lands and vineyards.
5. Yet now our flesh is as the flesh of our brethren, our children as their children: and, lo, we bring into bondage our sons and our daughters to be servants, and some of our daughters are brought unto bondage already: neither is it in our power to redeem them; for other men have our lands and vineyards.
6. And I was very angry when I heard their cry and these words.
7. Then I consulted with myself, and I rebuked the nobles, and the rulers, and said unto them, Ye exact usury, every one of his brother. And I set a great assembly against them.
8. And I said unto them, We after our ability have redeemed our brethren the Jews, which were sold unto the heathen; and will ye even sell your brethren? or shall they be sold unto us? Then held they their peace, and found nothing to answer.
9. Also I said, It is not good that ye do: ought ye not to walk in the fear of our God because of the reproach of the heathen our enemies?
10. I likewise, and my brethren, and my servants, might exact of them money and corn: I pray you, let us leave off this usury.
11. Restore, I pray you, to them, even this day, their lands, their vineyards, their oliveyards, and their houses, also the the hundredth part of the money, and of the corn, the wine, and the oil, that ye exact of them.
12. Then said they, We will restore them, and will require nothing of them; so will we do as thou sayest. Then I called the priests, and took an oath of them, that they should do according to this promise.
13. Also I shook my lap, and said, So God shake out every man from his house, and from his labour, that performeth not this promise, even thus be he shaken out, and emptied. And all the congregation said, Amen, and praised the LORD. And the people did according to this promise.
14. Moreover from the time that I was appointed to be their governor in the land of Judah, from the twentieth year even unto the two and thirtieth year of Artaxerxes the king, that is, twelve years, I and my brethren have not eaten the bread of the governor.
15. But the former governors that had been before me were chargeable unto the people, and had taken of them bread and wine, beside forty shekels of silver; yea, even their servants bare rule over the people: but so did not I, because of the fear of God.
16. Yea, also I continued in the work of this wall, neither bought we any land: and all my servants were gathered thither unto the work.
17. Moreover there were at my table an hundred and fifty of the Jews and rulers, beside those that came unto us from among the heathen that are about us.
18. Now that which was prepared for me daily was one ox and six choice sheep; also fowls were prepared for me, and once in ten days store of all sorts of wine: yet for all this required not I the bread of the governor, because the bondage was heavy upon this people.
19. Think upon me, my God, for good, according to all that I have done for this people.
1. Les gens du peuple et leurs femmes avaient à se plaindre gravement de leurs frères juifs.
2. Les uns disaient: «Avec nos fils et nos filles, nous sommes nombreux; nous voulons recevoir du blé afin de pouvoir manger et rester en vie.»
3. D'autres disaient: «Nous devons donner nos champs, nos vignes et nos maisons comme gages pour recevoir du blé pendant la famine.»
4. D'autres encore disaient: «Nous avons dû emprunter de l'argent en hypothéquant nos champs et nos vignes pour payer le tribut du roi.
5. En réalité, notre chair est pareille à celle de nos frères, nos enfants sont pareils aux leurs, et pourtant, nous devons vendre nos fils et nos filles comme esclaves plusieurs de nos filles le sont déjà et nous sommes sans ressources puisque nos champs et nos vignes sont devenus la propriété d'autrui.»
6. J'ai été très irrité en prenant connaissance de leurs plaintes et de ces faits,
7. et j'ai pris la ferme décision d'adresser des reproches aux nobles et aux magistrats. Je leur ai dit: «Vous prêtez à intérêt à vos frères!» J'ai convoqué une grande assemblée pour traiter leur situation
8. et je leur ai dit: «Nous avons nous-mêmes racheté, en fonction de nos possibilités, nos frères juifs vendus aux nations, mais vous, vous vendez vos frères et vous osez nous les vendre à nous!» Ils ont gardé le silence, ne trouvant rien à répondre.
9. J'ai ajouté: «Ce que vous faites n'est pas bien. Ne devriez-vous pas marcher dans la crainte de notre Dieu, ne serait-ce que pour éviter les insultes des nations qui nous sont hostiles?
10. Moi-même, avec mes frères et mes serviteurs, nous leur prêtons de l'argent et du blé. Renonçons donc à ce qu'ils nous doivent!
11. Rendez-leur aujourd'hui leurs champs, leurs vignes, leurs oliviers et leurs maisons ainsi que l'intérêt que vous avez exigé d'eux, le centième de l'argent, du blé, du vin nouveau et de l'huile!»
12. Ils ont répondu: «Nous allons les rendre et nous n'allons rien exiger d'eux. Nous allons faire ce que tu dis.» Après avoir appelé les prêtres, je leur ai fait jurer de tenir parole;
13. j'ai même secoué la poche de mon manteau en disant: «Que Dieu secoue de la même manière, pour l'arracher à sa maison et à ses biens, tout homme qui n'aura pas agi de façon à respecter cet engagement! Qu'un tel homme soit ainsi secoué et se retrouve les mains vides!» Toute l'assemblée a dit: «Amen!» et a célébré l'Eternel. Et le peuple a tenu parole.
14. De plus, dès le jour où le roi m'a désigné pour que je sois leur gouverneur dans le pays de Juda, soit depuis la vingtième année du règne d'Artaxerxès et jusqu'à la trente-deuxième année, pendant ces 12 ans, ni moi ni ma parenté n'avons vécu des revenus octroyés au gouverneur.
15. Mes prédécesseurs faisaient peser de lourdes charges sur le peuple; ils exigeaient de lui du pain et du vin, ainsi que 40 pièces d'argent; leurs serviteurs, eux aussi, exerçaient une domination sur le peuple. Pour ma part, je n'ai pas agi de cette manière, et ce par crainte de Dieu.
16. J'ai même travaillé à la réparation de cette muraille et je n'ai acheté aucun champ. De plus, mes serviteurs étaient tous ensemble occupés à ce travail.
17. J'admettais à ma table 150 Juifs et magistrats, sans compter ceux qui venaient chez nous des nations environnantes.
18. Chaque jour, on m'apprêtait un boeuf, six moutons de choix et de la volaille, et ce à mes frais, et tous les dix jours on préparait en abondance toutes sortes de vins. Malgré cela, je n'ai pas réclamé les revenus octroyés au gouverneur, car de lourdes charges pesaient déjà sur ce peuple.
19. Mon Dieu, souviens-toi pour mon bien de tout ce que j'ai fait pour ce peuple!
